Delivery Plans

Our team authored the successful Customer Experience delivery plan for Arriva’s winning Northern bid. Working as lead author, our team also provided specialist customer information resource, developing innovative initiatives and working with other parts of the bid (especially fleet) to ensure that the customer experience vision was communicated throughout the bid.

For Arriva’s successful London Overground bid, our team authored the mobilisation plan and provided specialist customer information advice. We also provided authoring, editing and proof-reading specialist resource during the production phase of the bid.

We provided crucial editing and proof reading across several delivery plans at the tail end of both of Arriva's winning bids.

High Speed 2 Limited

We played an active role in HS2 Ltd's funding and financing team, coordinating key stakeholders and writing the financial case for Phase 2b at the Strategic Outline Business Case stage.

The mid-latter part of 2016 was a crucial phase for HS2 Ltd as the National Audit Office sought to undertake a review of the company. We engaged with policy makers and leaders across HS2 Ltd and DfT to ensure that meaningful information was made available to the NAO in an auditable and understandable format.

Franchise Mobilisation

Our team played an important role in the mobilisation of the Northern franchise for Arriva. We delivered several aspects of this complex mobilisation for our client including acting as the Customer Experience workstream lead. UK Rail Advisory also provided high quality and specialist Employee Relations advisers for TUPE, HR experts and customer information project management and development.

We managed the safe and orderly TUPE transition of over 5,000 staff as well as negotiating and developing a new style of Facilities Management and customer contact contract with Carillion.

Specialist Evaluation and Review

We act as expert advisers to the Department for Transport in providing evaluation of the Customer Experience plans for rail franchise bids. Our subject matter specialists were also engaged to assess customer experience and stakeholder engagement elements of franchise bidding PQQ 'Passport' submissions.

Essex Thameside Franchise Procurement

UK Rail Advisory's directors played a leading role in the successful

re-launch of the rail franchising programme in 2012 after the failed West Coast franchise procurement. The team led the project on all aspects of the five-case business case, franchise specification (train services, fleet, retailing, stations, customer proposition) and financial elements (capital requirements, financial modelling, profit sharing) of the Essex Thameside franchise procurement for DfT.

This included the much-needed introduction of bid evaluation criteria that explicitly recognised and assessed quality as an important factor in franchise award. Our team also developed and rigorously applied the Department's new risk adjustment process to all bids. These core elements of the bid evaluation process largely continue in force today.

Our services were retained throughout the duration of the project up to and including the contractualisation of Committed Obligations and model audit phase through to the signing of the Franchise Agreement.

We are proud that this franchise has continued in its success since its award to National Express (and subsequent acquisition by Trenitalia in early 2017).

Finance Successes

We have a rich history of successful delivery of finance advisory work, dating back as far as 2006.  Acting as Lead Finance Adviser to the DfT, we have developed the processes and methodology for tendering and evaluation of financial elements of rail franchise bids. Our team has ensured the safe and robust delivery of several billions of pounds of Government franchise contracts.

Our key projects with DfT as client have included South Central franchise and Essex Thameside franchise procurements, West Coast franchise extension and the award of the short Greater Anglia franchise.

Our finance team and associates have worked alongside the UK's biggest transport companies, providing advice and risk support on franchise bids including the Northern, East Coast, Greater Anglia, SouthEastern and TPE franchises.
